Serpentor by a country mile.
Hordak fought against a female version of He-Man and a little sprite dude whose gimmick was hiding in the forest and hoping kids could find him.
Serpentor was made up of the genetic material of the world's greatest dictator, dethroned Cobra Commander, flew around on a sled that looked a lot like a Long John Silver's chicken plank, and later came back as 8 clones of himself.
yeah....it's gotta be Serpentor.
